Process/Function 1: "Forum function"
1. Is there need for an additional body
The internet works very well as it is now. A new body could be good, just not to solve current problems, but to satisfy political demands from some stakeholders, mainly from some governments. The existence of such body could offer some interesting opportunities, but it depends on the kind of body. This new body should not produce negative impacts in the current functioning of Internet.
2. What functions should it exercise?
(a) Create a space for a multi-stakeholder discussion forum ("without teeth")?
Yes
(b) Give policy direction?
Yes, If "policy direction" is understood as "give general policy recommendations". It should not be a top authority.
(c) Any other function?
Ensure a good level of coordination among all the Organizations involved in Internet Governance matters.
Be a forum in which new issues which are not under the scope of any existing organization could be analyzed and discussed in order to decide which forum is the most appropriated to deal with the new issue.
Promote public discussion in relevant issues.
Promote the adoption of agreed principles (transparency, openness, participation,∑.) by all the Organizations involved in Internet Governance matters.
(d) Be a combination of the above? Yes.
3. What kind of public policy issues should it address?
(a) All issues related to the Internet?
Yes.
(b) Only issues outside the scope of existing organizations and institutions?
Not necessarily.
4. Where should it be anchored?
It should be an independent body, with an independent secretariat. Very lightweight.
5. How should it be financed?
Membership fees and donations. There should be different kind of fees and waiver for poorest countries and organizations.
6. How should it be structured?
A simple body (only one layer) with equal participation of Governments, Civil Society organizations and Private sector organizations. There should also be (as observers) participation of representatives of the Organizations involved in Internet Governance matters.
Governments, Civil Society Organizations and Private Sector Organizations, should organize themselves in "constituencies" based in volunteer membership. The membership records have to be public.
7. What would be its relationship with existing organizations and institutions?
Advising them and providing better coordination.
